It appears that the decision of the supreme court on a law passed in 1877 holds that the manner of using money heretofore followed by all the cities in thestate is contrary to thatlaw. Thers must bean appropriationordinance passed separate and distinct from the annual tax levy ordinance, and the sums mentioned therein shall not be exceeded in the expenditures for the purposes named during the year. Those amounts need not agree, however, with those fixed in the tax levy. The ordinance was fixed up|so that the attorney pronounced it water tight.
