Pine Bluff, June 4 (4)-The state parks commission arranged today for an early start on a proposed $20,000 development of the na tion's first all-negro state park, eight miles west of here. Five other agencies tentaively have agreed to participate in the pro ject. The parks commission and the National Youth Administration will sponsor the development. Tentative plans call for the coop eration by the Civilian Conserva tion Corps, National Park Service, State Department of Education, and the Arkansas State Association of Teachers of Negro Youth. The 100-acre park site will be deeded the state by Dr. J. B. Watson, president of the Arkansas Mechanical and Normal College for negroes, here, Dr. Watson and Dr. Nolan Irby, director of negro education, for the state department, said the park would be the first in the nation dedicated to the use of negroes. The state now has six parks used almost entirely by white people. Transfer of the park and initial work probably will start next week. The development program is expected to be under way be fore July 1. The park site was inspected yes terday by a delegation including J. W. Hull, state NYA director; Sam G. Davies, state park direct or; Dr. Irby; Dr. Watson; Mrs Inez Hale McDuff and Dr. H. V. Glenn, members of the state parks commission; Carl Buchanan, as sistant state NYA director; B. L Horton, district NYA supervisor; and J. M. Smith, Jr. supply of ficer for the NYA camps for negro girls at the A. M. N. College.
