WELLSBURG — Richard D. Smith, 25, of RD 2, Wellsburg, was placed in the Brooke County jail shortly after 5 p.m. yesterday for driving while intoxicated. He was arrested after the car he was driving collided with a city police cruiser. Police said the cruiser, driven by Officer Joseph Campinelli, 31, of the city police force, was stopped at a bank at 8th and Charles Streets for a deposit when the Smith car collide with the cruiser’s rear end.
