A city official said Tuesday hight the proposed moderniza tion program for the Dykeman Park golf course club house hopefully will be completed in time for the 1986 golf season. City Councilman Bill Steinhil ber, a member of the committee studying the program, said the project can be completed if all goes well. Plans call for moving the lock er facilities upstairs and using the lower portion of the club house for storage purposes, Steinhilder said. Also included are plans to modernize, inside and out, the clubhouse, including an addition which would extend the struc ture a few feet east. Steinhilber added that the addition would probably house the new locker facilities. Presently, the locker facilities are located downstairs and are inconvenient, according to the councilman. Funds for the program, esti mated to cost more than $20,000, would come from cigarette tax funds received from the state and from golf course profits. Other members of the study committee are Walter Lang and Paul Easterday,
