The report of the Grand Joey witb reference to the Insane A«luui and the Boys ilooee of Iicfogo has created unite a eeneatiou through-out tbe City.The J irors aay they found the /s;lcm in a very unsatisfactory condition, tbe beCa without sheets or moequlto bare, tbe mattresses torn and emitting offensive odors, etc. They conclude with a reoommendation that the care of the insane be given to the Sisters of Cbarity.With reference to tbe Honse of Hefoge tbe ohargea they make may be summed op in a few woids: that the bojs have been treated with great bratality and that many of them bear terrible scars on their persons, tbe results of merciless punishment for tr ftliog offenses.At the meeting of the City Council, Taesday, Mr. Edwards, Administrator of Public Buildings, onder whose control tbe IasaDe Asylum *3, presented a lengtby and, we think, a satisfactory reply to tbe charge* of the Grand Jury. Tbe Mayor stated that he was satisfied that tbe Jury wore entirely mistaken as to the Asylum. It had never in ten years, been so well managed as at present. Two ladirs who had daughters there had called on him that morning to express their perfect satisfaction with the establishment and to state that, in their opinion, the report wts a tissue of m's akes from beginning to end.Mr. Diamond, Administrator of Police, nnder whose jariediotion the Ilocse of Refuge i-t, reported that be bad suspended 'the cfflo«re in charge of that institution and asked for tbe appointment of a committee to investigate tbe matter. On motion a oommittee. constituted as follows, was appointed: Mayor Piltbary, Adm;nistrators MoCsffrey and Rsngstorft, and Dr Clioppio, President Board of Health.Tbe committee visited the House of Refuge Friday. Farther comment on the subject is postponed till we shall have heard their report which will prcbably be mado to tbe Council Tuesday.As to tbe Insane Asylum, ssveral successive Grand Julies, committee of Pbjaioians, (ho Mayor and Administrator Edwards all oonenr-ring in fche.opinion that the boildingDOw used for an Insane Asylum is not adapted for snoh purposes and that it woald bs better to give the oare of the Innaties to tbe Sisters of the Louisiana Retreat, we aee co obstacle in the way of su immediate settlement on that basis.
