Gentlemen:I am transmitting herewith my report on Ihe six years' audit of Power county. In connection therewith I wanted to call your attention to the unusual condition under which I have been obliged to conduct this work.In naming a figure on the audit I proceeded on the assurance given me that there was an abstract of the lax rolls .and that all records of original entry were complete and available.Not only have certain records commonly kept, and required by law to be kept, been unavailable, having either been lost, destroyed or not made In the first Instance, but some of the records have been ho Incomplete as to necessitate complete reconstruction before the audit could proceed, and In other Instances I have been obliged to build up the entire record of certain transactions In order to get the Information necessary on whleh to base an audit.Inasmuch as these gaps In the records. and Inadequacies were not uncovered all at once, but from time to time bh the work proceeded, to go ahead with the audit I was obliged to assume Ihe responsibility of having whatever work done that was necessary. before the audit Itself could proceed further.The bare coat of this addition work that Is. the salaries end the expenses of the two men whom 1 hadto put on thla work, la but little un-ilor Ihe price agreed on for the auditthe same to be placed In the county current expense fund of 1919.County auditor Is authorized to purchase from Bushong * Company a sufficient number of certificates for the men who have served In the army and navy.After Investigating the nffalrs of [ ihe probate Judge's office mentioned In the minutes of the previous meeting, regarding records of R. Foster | Lntnm. retiring probate Judge. It was I found that Ihe records were In prop | er condition and that the order Issued I before, need nol he made effective.Inasmuch as there were no fur lher huatnesa transactions necessary It wna moved by K.
