July 16.— Charles Devlin, a one-legged motorcycle rider, who had been led by the spirit of adventure into most of the countries of the world and lias traveled more than 45,000 miles, has started on a trip to New York, but this time he is riding a bicycle. He left the city hall at Oakland carrying a letter from Mayor Frank K. Mott to Mayor John Purroy Mitchcl of New York.Should Devlin succeed in crossing the continent on a bicycle it will be a remarkable feat for a one-legged man.
