Their letter to that effect was sent to the Authority and a response read last night. Signed by all five members, the AHA's letter stated: ‘It is the strong feeling of the authority that a townwide referendum is not the issue, but that the issue to be discussed is low-income subsidized housing. We believe the Selectmen should make a determination as to the participation of the community in this housing program. If a referen dum is desired, that action should be initiated by the Selectmen. “The Adams Housing Authority stands firm in its application for 705-1 project based on our extensive studies of the housing situation as it exists in Adams.” The stand-off between the two agencies was further accentuated last night when the Authority suggested a joint session on their regular meeting night and the Selectmen replied by asking for the meeting on their own regular meeting night. The AHA suggested Monday night at 8.30 and the Selectmen replied, asking for Wed nesday evening at 6.15 p.m. After Chairman Ewart D. Callahan read the AHA letter, Selectman Earl F. Kelley remarked “I believe we're right back where 4 we started.”’ Miss Aline Mandeville, president of the Northern Berkshire Community Action, Inc., board of directors, com mented ‘‘A lot of people would like to see it on a referendum. ’ She offered a petition containing 246 names of those favoring the project at the DCA’s public hearing here on June 30. Francis Mahar also spoke in favor of the 705 program. Chairman Callahan declared, however, ‘‘We have to decide which way the town will go.” Miss Mandeville said she had discovered, according to state procedure, that the town may not obtain approval on a second housing project for the elderly if it rejects this low-income project. Mr. Kelley challenged that view, stating the low-income program “tas no bearing on old age housing.” Stanley F. Zelazo, social worker and proponent of 705 housing, told the Selectmen ‘‘the Housing Authority has put the ball right where it belongs. If we're not going to have the referendum, the thing is defeated.” He charged the Selectmen with responsibility for the ballot question. Mr. Kelley replied the Selectmen have proposed joint sponsorship of the referendum with the Housing Authority. Mr. Zelazo said the Authority “has made up its mind’’, and Mr. Kelley later remarked “If the Adams Housing Authority believes so strongly in this housing project, they should be asking us for a referendum.” Mr. Zelazo said he did not believe the Selectmen have to ask the Legislature for an advisory question on the ballot, but Town Counsel Andrew J. Dilk said they did, and further asserted there may or may not be an advisory question in the form of a warrant article for town meeting decision.
