nur ^ a, lv/1 oExchange.“Free and Equal.**The author of the phrase “AH men are bom free and equal was John Lowell, a Massachusetts jurist and statesman, who was bom in Newbury-port, Mass., in 1743. ~John Lowell was the first descendant of Percival Lowell, the English founder of the famous New England family, to gain wide fame. He was the son of the first minister of Newburyport and after studying law settled in Boston. He was elected to the convention which framed the constitution of Massachusetts in 1780 and was a member of the committee which formulated that document. He insisted upon the insertion in the bill of rights of the phrase “All men are bom free and equal for the purpose, as he avowed at the time, of abolishing slavery in Massachusetts.
