Railway Kidnapper's Agency.—When Charley Noyes merged the police business into a branch department for the running off of negroes, he was supposed to be furnishing the kidnappers,his patrons, with extended facilities in that line. Bat Charley failed, and we bad always supposed, from one of the common reverses of every calling. We find recently, however, much more reason to believe that Charley was run cff the track by a rival with whom he could not compete. And it seems indeed a natural result, since the advantage of placing a through train, bound for a slave State, at the disposal of the slave hunters and kidnappers of free men, was something a touch above what a police officer could offer. So the conductor is ahead, and seems recently to have engrossed the negro hunting business on the Illinois Central Railroad. The colored boys about town have learned to keep their eyes tightly Bkinned, far more than usual, until after the departure of that conductor’s train.
