Franklin County Man Jailed For Assault on Thomas Ship pee, Must Serve Sentence The county commissioners of Frank lin county in their meeting at Green field yesterday refused to grant a par don to Silas N. Phelps of Rawe who is serving a@ sentence of seven months in the county jail. His wife petitioned for his release. He was convicted of assault with a dangerous weapon upon Thomas Shippee last March at the talc mine in Rowe, and was held on two other com plaints, which were filed. It was alleg ed in the hearing that Phelps shot a miner’s lamp off a cap worn by Saip pee. Probation Officer James M Burke made an Investigation and reported to the board that he was unable to find a redeeming feature to warrant release and therefore recommended that the pardon be not granted.
