Land NegotiatedA brief education m what has been accomplished to-date yesterday brought out some of the following- facts concerning the Liberty st. urban renewal program.Basically, urban renewal involves a redevelopment authority in purchasing property, clearing the land, and then selling the land with certain building restrictions which will insure im* provement of the area. The authority must also negotiate with individual property owners to establish a fair price. They must help people living in the area to be develc|ed to find new residences; they must also see that families and businesses are paid relocation expenses and loss.of»business payments.The Liberty st. urban renewal area involves six separate parcels of land in the block surrounded by Liberty and Market streets and Second and Third avenues. The following properties are to be bought, demolished, filled, and graded: the Hertzel property on Second ave,, the Robert S, Johnson property on Third ave*, the Don Smith building cm Liberty st„ which now houses Logan's Men's Wear and Isabelle's Specialty Shoppe, the Liberty Real Estate Corp. property behind Cowdricks,Montgomery Ward's, Lesters and Triangle shoe stores, and James Jewelers. Also to be purchased is the Warren Borough Parking Authority's property (which is the former Loblaw parking lot) and an easement strip which serves as a rear access way to Liberty st. stores beginning at Montgomery Wards.When these areas have been purchased, they will be demolished and filled in. Tentative plans are that part of the property will be sold to the Warren Library for future expansion; the greatest share will be purchased by the borough parking authority and converted into a large parking area, A portion of the land will be reserved for the construction of a 70 by 100 foot commercial building facing Liberty st. This parcel is still available to any private business which wishe 4,0 wurehase the land and follow the building requirements m the project's master plan.
