They took nearly 1,000 preventative measures, advising swimmers to stay in the shallow part of the break.And when Oswaldo Ramos, a skateboarding teen from Fullerton, was pulled underwater at nearby Huntington State Beach, 15 city lifeguards rushed to the scene to assist state lifeguards in a day-long search.A lifeguard rescue boat, capable of cruising at 39 knots, joined the search 13 minutes after the boy went missing.On Monday, the City Council considered a proposal to cut all three of the lifeguard’s rescue boats, along with one of the city’s 10 full-time marine safety officers.The council instead cut just two of the boats, and delayed the decision to cut the full-time lifeguard position. By a 6-1 straw vote, it pulled the marine safety officer from the list of recommended cuts to be made .July 7.On Tuesday, lifeguards on one of the boats helped rescue an unconscious19-year-old at the state beach. The man was revived by state and city lifeguards.Nearly every department faces significant cuts, as the council looks for ways to trim a budget already thin from two years of reductions.The council must cut about $11.5 million from the city’s 2003-04 budget, in part because of the struggling economy and the state’s $38 billion budget deficit.
