Any prisoner kept in this jail more than a few weeks would probably suffer in health. . If so, he would have a good cause of action against the county for damages, and any fair-minded jury would give him a verdict. The Secretary of the Board, who has done the inspecting, appears to be of the opinion that river towns have more use tor jails than inland towns.
