District 227 asks Richton to consider trespassing finesBy FRANCINE MAREMARichton Park Village President Murell Reeves reported Monday night to the village board that he had been contacted by Dr James Warren, superintendent of Rich High School District 227, who requested that the village impose a $500 fine for swimming in bodies of water on school property.Reeves said that the request for an ordinance imposing such a fine also was being made of Park Forest and Olympia Fields where the district’s two other schools are located. He reminded the board of the recent drowning at the Rich Central campus of a student attempting to swim across a pond located on school property.The imposition of a $500 fine for swimming in bodies of water near schools is requested in order to impress upon students the hazards of such a venture, Reeves explainedLELAND RAY SON, village attorney, told the board that the police department had been consulted and it was its position that the burden of policing school property should rest with the school district and notthe village police department.Quoting from state statute, Rayson pointed out that under state trespass laws the school district could file complaints for prohibited swimming on school property which is a misdemeanor carrying a maximum penalty of a $1,000 fine or one year in jail He said the district could use state law and contended the burden of supervising activity on school property rested with the school district.Trustee Frank Annerino suggested the village find out what action Park Fores! and Olympia Fields planned to take. “Whatever policy is decided upon, it should be uniform for the entire school district,” he maintainedAgreeing with Annerino, Reeves asked Rayson to contact the village managers of Park Forest and Olympia Fields to ascer-ramificationsof an ordinance as proposed by Warren The village has numerous bod ies of water on both private and public property, he pointed out Rayson added that signs would have to be posted warning potential trespassers and in the case of private property, agreements would have to be made with owners of such property.Reeves concluded discussion on the proposal with the directive that it be discussed at the board’s next meeting when information from the other villages concerned is available.The establishment of an account to receive industrial revenue bond proceeds also was discussed Monday night. In a memorandum to the board, Village Man ager A. Douglas Fenske pointed out the village has imposed a one per cent fee on all issues of industrial revenue bonds which are requested by developers ”He suggested that instead of adding these proceeds to the general corporate fund, that they be set aside to promote future investments by developers of commercial and industrial propertiesTHESE FUNDS also could tie used for special promotions of the village including marketing studies, special land use or engineering studies or for any other purpose which might ultimately yield an increase in the tax base for the village,” Fenske explainedWith the issuance of $400,000 in industrial revenue bonds for the Eagle com plex, the village would have an initial $4,ooo to place into this special account.
