C. of C. to Fight Engineers’ Proposal to Divert Waters to This County MATTER TO BE TAKEN BEFORE COUNTY BODY Would Mean Destruction of Al amitos Bay and Bolsa Creek, Says Attorney Bishop Concerted opposition to the recom mendation filed with the War Depart ment recently by Major R. R. Ray mond, Corps of Engineers, that the flood waters of the Los Angeles coast al plain be diverted into Alamitos bay and away from San Pedro harbor by throwing an intercepting dam across the deltas of the Los Angeles and Honda rivers will be made by the Santa Ana Chamber of Commerce and quite possibly by the Associated Cham bers of Orange county. At Wednesday night's meeting of the local chamber Secretary Metzgar was instructed to obtain copies of blue prints of the proposed diversion of flood waters. A committee will be appointed to investigate the matter and secure data as to precisely what is the intention of the Engineers Corps. Attorney Clyde Bishop appeared be fore the meeting of the chamber Wed nesday evening, in behalf, not only of residents of the Alamitos and adjoin ing districts, but on the behalf of the people of Orange county as well, Bishop made a forceful presentation of the case and succeeded in impress ing upon the board of directors the absolute necessity of taking immedi ate steps to prevent the carrying out of the proposed plan. The intercepting dams and outfall canals are to cost approximately $1,509,000 according to the estimates contained in Major Raymond’s report. It is claimed that during the flow of last winter a maximum flow of 53, 000 second feet of water careered downward from the Sierra Madre wa tershed to the ocean, carrying with it a total of 4,000,000 yards of silt for deposit on the floors of San Pedro harbor. The damage done has been estimated at $7,600,000. Attorney Bishop and others who have thus far looked into the matter have determined that were a like amount of silt to flow into Alamitos bay during any one winter it would be enough to fill the bay and thus for ever ruin one of the county’s natural coast bodies of water. “If the flood waters of Los Angeles county should be diverted into this county we would lose not only Ala mitos bay but Bolsa creek as well,” said Bishop today. “It is up to Or range county to take immediate steps to forestall the move on the part of Los Angeles county. “The proposed plan amounts to noth ing more than the destruction of prop erty in one county in order to save that in another,” Bishop continued. “We have no objection Whatever to the diversion of the Los Angeles flood waters by means of artificial canals. Let them divert the waters either in to their own county or into Orange county, but they must not divert them into districts or in such a manner as to jeopardize the destruction of our drainage districts. “I maintain that they cannot legally alter the natural watercourse. ‘There are federal laws to that effect. “I shall see that this matter is brought before the Associated Cham bers of Commerce. The matter is too vital to the interests of every’ resi dent of this county to be passed over in silence. “If they want to prevent the annual
