In all elections not otherwise provided for by this constitution, every male citizen of the United States of the age of 21 years and upward, who shall have resided in the State during tbe six months, and in tbe township 60 days, andin tbe ward or precinct 30 days immediately preceding such election, and every maleot foreign birth, of tbe age of 21 years and upward, who shall have resided in the United States one year, and shall have resided in the State during tbe 6 months, and in the township 60 day3, and in tbe ward or precinct 30 days immediately preceding said election, and shall have declared bis intention to # become a citizen of the United States conformably to the laws of the United States on the subject of naturalization, shall be entitled to vpte in the township or precinct where he may reside, if he shall have been duly registered according to law.AMENDMENT NO. 2simply provides for striking out the words—“No negro or mulatto shall have theright of suffrage,” contained in section 5 of the second article of the constitution.AMENDMENT NO. 3.Amend section 14 of the second article to I read:Section 14. All general elections shall be held on the first Tuesday after the first Monday in November, hut township elections may be held at such time as may be provided by law.
