These regulations establish the procedures for i- establishing that an American e Indian group exists as an Ameri-- can Indian Tribe.n A total of 496 Indian or Alaska Native groups are now acknowl-y edged by the Federal Govern-n ment to be tribes. These groups are located in 27 states and0 include 218 Alaskan Village- groups.t Under the regulations only s those groups whose members and r their ancestors existed in tribal relations since aboriginal times- and have retained some aspects f of their tribal sovereignty can be , acknowledged as tribes. Failureto be acknowledged under these1 regulations would not constitute a t denial that the group is Indian.Acknowledgment of tribal exist-3 ence is a prerequisite to the- protection, services and benefits- from the Federal Government r available to Indian tribes.Groups from seven states, not , presently listing any federally t recognized tribes, are among the petitioners.
