A om addition to Rolling Hills Mobile Ome Park, providing 260 new mobile home lots, has been given to approval by the Hamilton Uunty Zoning Commission. Frank Roudebush, Harrison, owner of Rolling Acres, has asked the zoning commission for a change in zone to allow expansion of the present park operation. The zoning change would be from “A” (residence) and “F” (light industry) to Mobile Home Park ). Property involved in the petition for the zoning change is about 43 acres at the southeast corner of Kilby and Simonson Roads. The existing Rolling Acres Mobile Home Park is located on Kilby Road, south of Campbell Road, and occupies about 52 acres. The site fronts a creae: 1,250 feet on the east side of Kilby Road. The zoning commission conducted a hearing on the requested change in te last month and recommended the change be permitted. “From a land use point of view, the use (requested) is not inappropriate, being an expansion of the existing park, as an alternative to the light industrial zone,” the commission's restated e zoning commission also noted in its conclusions and recommendations that: “Mobile homes provide one means to develop moderately-priced owner-occupied dwelling units in the county.” “Taking these factors into account, it is recommended that the plan and fe shor the approved subject to the allowing agreed upon features of development which make the property acceptable for rezoning and are incorporated in the approval of the development plan.” According to the zoning commission, the addition to the mobile home park must meet the following requirements: (1) The treatment and arrangement of the total site is to be devel essentially as shown on the plan and limited to the number of lots shown, (2) Landscaping of the buffer areas shall include heavy gophasia on planting of native deciduous trees arranged in natural to present a pleasing and natural appearance and blend in with the adjacent area. 13) Driveway and parking areas shall be paved to provide a well-drained, dust-free, all weather surface. The interesection of any private street with a public street or road shall require submittal of a detailed plan of said opening for reveiw and approval of the ounty Engineer as to all features to ensure a satisfactory an acceptable connection. Inspection of the actual physical improvement, shall be by an Ins r from the County Engineer's office in accordance with its rules and regulations concerning private development. (4) Surface drainage shall be designed in a manner not to have an adverse effect on any a deitiee property and subject to the review an approval by the County Sanitary ngineer. (5) A dedication plat shall be prepared and submitted prior to the of the Final Development Plan reserving 40 feet along the frontage on the east side of Kilby Road and 30 feet along the frontage on the south side of Simonson d as determined by the County Engineer. (6) The Final Development Plan shall show the location and design of any proposed identification sign(s) and supplemental landscaping and shall require review and approval of the Regional Planning Commission. Phas ing of the development may be permitted. (7) Prior to approval of the Final Development, the sewer plan shall have been reviewed and approved = set forth in Article XIV Sec. 10. (8) No building permit shall be issued for actual construction until and unless a Final Development Plan shall have been approved by the Regional Planning Commission. (9) No Certificate of Occupancy, shall be issued by the Department of the Building Commissioner until and unless all of the terms, covenants and conditions of approval as set forth herein and as shown on the Final tees Plan have been complied with. Mrs. Linda Federman, Simonson Read, who initiated circulation of petitions to stop the zoning change, said that 350 residents of Harrison Township have signed the petition. Vic Paola, Harrison attorney, is representing the citizens’ group and is expected to present the petitions with the signatures to the zoning commis sion at Thursday's hearing. The residents of Simonson Road claim that expansion of the Rolling Acres Mobile Home Park will lower the valuation of their property as well as take tax dollars away from the Southwest Local School District. “We're very concerned over the proposed zoning change,” Mrs. Feder man said. “Once one individual starts changing the zoning there will be no stopping it and this could affect each and every one of the residents of our area.” She said if a precedent is set, zoning could be changed to permit establish ment of other mobile home parks or even such things as a gravel pit. However, Mrs. Roudebush, speaking for her husband who was in Florida last week, stressed expansion of Rolling Acres, if approved, would be done under the same high standards as were observed in initial construction of the park in 1971. “We feel our park is one of the nicest in the area,” she said, “and that’s something we're proud of. We plan to sell it that way too,” I said some = the sorrow wae apparently fear we went sold and will be allowed to deteriorate in the future. “We don’t have any plans to sell it and leave,” she stressed. Mrs. Roudebush stressed that mobile homes provide ideal residences for young couples and senior citizens because they are less expensive to purchase and maintain than a house. She noted, too, that it probably will be at least two years until all of the new addition is started if zoning change is approved. According to Mrs. Roudebush, the lots are developed 40 at a time. “We opened in 1972 and in the last seven years we have grown to about 125 mobile homes,” she continued, “so I believe we have plenty of room for path in the present park for the next ew years.” The proposed addition to Rolling Acres would have its access from Simonson Road, about 700 feet west of Kilby Road and would connect ita early with the existing park. Two small recreation areas are proposed for the addition. T. 1 lot size would be 50 feet by 100 feet.
