Commuter ExtensionICG Parking Lot Still StalematedAnother month has passed without any progress on the parking facilities for the new Governors State university station of the Illinois Central Gulf railroad With construction of the station and the 2.1 mile line extension from Richton Park to Park Forest South proceeding on schedule, trustees of the Chicago South Suburban Mass Transit district are getting worried.The district is sponsoring the construction of the line extension, using state and federal funds. The district has been trying to obtain title to land near the GSU station for parking facilities since 1974.way and Steunkel road, is not near any existing facility where automobiles can be parked. The only way for train riders to reach the station would be by bus or by being dropped off by someone else—and there is no place to pull off Governors highway to safely discharge passengersThe district has plans to build parking lots on the east side of the ICG right-of-way and, in the future, on the west side of Governors highway.The land needed for the parking facilities is currently owned by the Park Forest South Development company and therein lies the problem.THE STATION site, at Governors high- THE DEVELOPMENT company, whichis bankrupt and in the process of being taken over by the U.S. Department of Housing and Urban Development (HUD), had promised to donate the land as the 10 per cent local share of the parking lot project. The rest of the cost of the parking facility would be provided by the state and federal governments.The transit district, however, has been unable to obtain the deed to the land from the development company and now faces the possibility of dealing directly with HUD in Washington, D C.We’ve had continued frustration in trying to get the title to the Park Forest South parking lot property,” Charles Dalton, CSSM board chairman, told the othertrustees at their Wednesday night meeting in Harvey.“THE ATTORNEYS now tell us that the land issue is tied up with HUD and the changeover of developers.” Dalton said.Transit district Executive Director John Pigott told the board that Park Forest South Village Manager Charles Nota-rus will meet with HUD officials in Washington next week and will include the parking problem as a top priority itemPigott also said that he has received reports that two HUD officials have approved the parking lot transfer and have told the HUD legal department that they have no objections Notarus will discussthis during his Washington visit, said.PigottTRUSTEE GEORGE Simmons of Har vey felt the the decision by HUD was secondary to getting the deed from the development company, i’m concerned about getting the conveyance from (Lewis) Manilow (president of the Park Forest South Development company) and we’re no closer to that now than we were when they first promised it to us in October, 1974.”Pigott replied that under the present circumstances, nothing can be done until HUD gives its approval.Trustee Daniel Kaplan of Park Forest South said the present situation between the developer and HUD is a “very complicated case We’re only interested in a small portion of land in comparison to the total picture The developer is willing to go ahead with is, but they need an OK from HUDwfirst—if HUD first.'KAPLAN ADDED, The village of Park Forest South is deeply concerned about this problem, and they’re going to do everything possible to see that it proceeds.” Work on the extension project and the GSU station is expected to be completed by the spring of this year.
