The first draft of the new city char ter is before the’people for considera tion, and the whole matter is to be given full discussion in a public meet ing called for that purpose. The need of a new charter has been felt for 1 ‘years by those who have had occasion to see that the present one would nev er fit the changing conditions of a rapid-growing ,pretentious city. Modern charter building in munic ipal development is a question that has engaged some of the brightest minds in the country and the most progressive ideas of many cities have been adapted in the new charter to be submitted to the legislature if the Present draft is approved by the citi zens. One of the prominent features of the new Charter is to abolish the ward system “of elections and make each member of the council a representa tive at large and responsible to the whole people for his official actions. Another step in the question of fixing responsibility is to make each mem ber of the council a commissioner in one of the several departments of ad ministrative work, and charge him with the responsibility of organizing that department for effective service. These are only two of many features that are to be found in the complete draft of the new Instrument. But they are highly important and carry com mendation for the progressive spirit of the proposed charter. Lewiston has outgrown the swaddling clothes of early days and is soon to be launched as a city of metropolitan importance. It has become necessary to have a charter that will provide for this future and with this end the present one was drafted. ‘The Oregon legislature has in mind a law compelling recreant husbands to support their wives and children or else be sentenced to hard labor for the county as a county prisoner for a term between 90 days and two years and the county, meanwhile to pay the wife $1.50 per day. Hhere is a sociological question that has been well digested, and the passage of such law is to be: heartily commended. Fewer men, would eat the bread of dressless fewer women toll incessantly and with out hope.
