Britain, where Sir Francis Gallon, i the distinguished relative of Darwin, continues in his old age to preach the j doctrine that he founded, than it is , ; in this country.But eugenics, call it a theory, doc-I trine or religion, has one enthusiastic -devotee on this side of the water in Rabbi Stephen S. Wise, who spoke to his congregation of the Free Synagogue on the subject of race culture lt;in Carnegie hall. lt;“Eugenics aims to emphasize par- j ental responsibility and to bring about the quickening and guidance if not control of such sense of responsibility by the state,’’ he told his audience. *“The science of eugenics has suffered because of confusion of terms race 1 suicide and race culture. Between ace culture and race suicide there is lt;a difference between a race earnestly (oeut upon bettering and perpetuating itself and a race not only too indolent to concern itself with a remote posterity nut even too basely cell-indulgent to be ready to bear the burcier of parenthood.Eugenics demands the birth ol 1children well bom, normally born; (that is, born to heredity and environ- lt;ment that are likely to promise a nor- ( mal and wholesome life. Nothing is as important and inclusive as the flghi i the child to be well born; nothing an wholly repair the wrong done to £ hild that is ill born.“No question can be more truly re- ' rightly answered, means the bringing ( to pass of the birth of a generation ( that shall be better fitted to live and j that shall not only find life worth liv- ( ing but be enabled to live worthily.
