Department of Transportation places Clovis, Fort Sumner, Vaughn, Belei^ Grants, Gallup, El Paso, Deming and Lordsburg on the Railpax system.A strong effort developed to pinpoint Albuquerque on the . system. Gov. King, U. S. Sen. Joseph M. Montoya, U. S. Rep. | Manuel Lujan Jr., Corporation Commissioner John Abraham J and Howard Geis, Corporation Commission traffic and rate ' chief, supported the drive at the Albuquerque meeting. **********The new House majority leader, Rep. David Salman, D-Union-Mora-Harding, will manage Gov. Bruce King’s legislation on the House flood in the 60-day session opening next Tuesday.Salman says he will aid new Speaker Walter Martinez, D-Grants, to run the House in an orderly manner. Salman will also try to keep House Democrats informed on major legislation and the trend of events.Rep. Salman says: “I don’t think we have a healing problem. From what I can ascertain Democratic members are happy with their committee assignments. From what I can see there are no wounds to be healed.”House Democrats split in the speaker's race won by Martinez , over Rep. George Fettinger of Alamogordo 27-21. Some j Fettinger backers, miffed at committee assignments made by lt;Martinez, promised a fight in the legislative session.Rep. Salman pinpointed a major issue: “How do you divide up the dollars among the requests for the state agencies, ^ institutions and schools?” He said legislative reapportionment will also be a key topic.Salman, a top House manager in his second term, says: “We will have a number of bills dealing with our ecology and environment that might cause some controversy.” jSalman, a member of the Legislative School Study Committee, also says: “What may be one of the most divisive issues if both reach the House floor is the Sears-Truskie formula and the LSSC formula for school finance. Education will suffer adversely if such a confrontation and conflict is engendered.” Salman says the Sears-Truskie plan “has not been met by a great deal of enthusiasm by teachers, legislators and educators.”**********Salman says 18-year-old voting should be submitted to the people as a constitutional amendment. He favors 18-year-old voting. A special election may be needed on the issue, Salman explains.He says: “If we wait until 1972 to vote on 18-year-old voting, the 18-year-olds could not vote in 1972.”Rep. Salman predicts the legislature will take positive action ' on Sunday liquor sales. “I don’t anticipate too great a conflict on it,” he says. Salman favors negative option Sunday liquor sales. Sunday sales would be permitted in a county unless voters rejected them in a referendum.Salman says a public employe collective bargaining law is inevitable. He said a statute would provide machinery for bargaining and possibly head off controversy. Salman voted against a public employe collective bargaining bill in the 1970 Legislature.s He calls the branch banking issue “a tempest in a teapot.”e New Mexico permits limited branch banking now. Salman says:e “With the limited branch banking we have now and with bankholding companies, I don’t see any need to change the present^ legislation.”Salman is a director of First National Bank in Las Vegas,a unit bank. He expects legislation for economic developmente of small Northern New Mexico communities. wSalman will serve on the House Natural Resources Com-B mittee and the Printing and Supplies Committee.
