The report is probably true. There is nothing particularly bright or eaconraging in the situation. Congress is not likely to pass any relief legislation. I detest the phrase— neighborhood roads—so often used as applied to public roads. Pablic roads are not for the neighborhood merely; they are for the general pablic of the state and nation; they are for the use of all the people, rich or poor, male or female, yonng or old, president or panper. As the public demand and have a right to demand that a railroad shall be equipped with the very best road bed, ties, steel rails and appliances) to insure the comfort and safety ot the traveling public, so the public demand and are entitled to the very beet roads that the taxes levied on the property of the people can give ns.‘Contemporaneouslywith the abolition of the forced labor and commutation or working oat system, conntr boaTds should be required to employ a skilled person to make a survey and plan of all the pablic roads with profiles where that has not been done; and then nnder their supervision a system of construction and repair should be adopted and adhered to. Perhaps the county surveyor's office ought to be dignified with that duty at a decent and respectable salary. Certainly the great schools of the state can snpply engineer graduates competent for such work. There is no reason why a county engineer should not be as bright and skilled in road making as a city engineer. One of these that may be mentioned is the Mutual Life Insurance company. As a matter of fact, it has no stockholders, none at all. Tbero are no dividends to be satisfied such as most corporations pay. The company was organized, probably without a thought that it would signally illustrate the power of co-opertion, yet that is precisely what it docs. The Mutual Life company has a capital of |100,000,000. It has officers who undoubtedly get largo salaries. These manage its affairs. But aside from these it is run by the people themselves for their own benefit. They pay the money and get the insurance. The officers transact the business of the organization and see to it that surplus funds are invested safely and wisely.Savings banks and building and loan associations tho country over are another brilliant illustration of union for their own benefit among the plain, intelligent people of this country.
