(I Chapman, presided.A Idler whs received from- the Clerk of the Johnstone Shire Council reading:—Following my communication of 27th ult. in reference to the design of the water scheme in the town of Innisfail, and wherein you w vised that your letter had been referred to the Department of Irrigation and Water Supply. I now desire to point out that a reply has been received, and for your information a copy of the Department's letter i: enclosed herewith. I might also point out that at the last meeting of my Council it was decided that a copy of such letter be also referred to the Fire and Accident Underwriters' Asocial ion with a request that they nudify '.heir decision.The reply from the Department of Irrigation and Water Supply read:— I am desired to acknowledge receipt of your letter of 27th. ult. enclosing copies from the Innisfail Fire Brigade Board, and the Fire and Ac. cident Underwriters' Association of Queensland relative to the size of their mains, and their effect on fire premiums. It may be pointed out that the majority of Queensland country towns have three inch mains includ-I in their reticulation systems, und cuses where the pressures available are not too low, and the sys-wcll designed, the results arc good. The three inch mains have been laid down at Innisfail in the area to west of the South Johnstone r generally where short longtns serving a few people are required, but only in the lower sections where the pressures are in the neighbourhood of 50 to 00 lbs. per square inch. The scheme, as constructed, was in accordance with 'hat submitted to and approved by the Council, in older that the Fire Underwriters’ Association's requirements be met, it would be necessary to replace the 3-inch mains with 4-inch. It is sug-* gested, however, that since good pres-1 sure conditions are available, the sys-, tern ia well designed, and as the water | is treated, incrustation is not to be I feared, the Association might be ; approached with a view to modifying! its decision.The Chairman: The way I inter-, pret the matter, i‘. is asking the Fire j I Underwriters’ Association if they will J allow a reduction of premiums where 3-inch mains exist.I Mr. J. T. Robertson: The request j that the Fire Underwriters modify their decision should have come fromj this Board, and not from the Shire , Council. What right have they to I write to the Underwriters about it? j The Chairman: Apparently theywrote to the Irrigation Department, and that Department asked the Coun-to take the matter up with this »ard and the Fire Underwriters’ Association.Mr. Robertson: We were asked to take up with the Fire Underwriters, and the Shire Council have done it for us.Mr. N. E. Grove: The Council fo*-| lowed out the request of the Department of Irrigation.The Chairman: The letter from the, Irrigation Department states the Fire Underwriters’ Association might ‘ be approached with a view to modify- J ing its decision. It lies now with ‘ that Association to say if they re-j gard the supply of water sufficient enough to give proper pressure. | j Mr. J. F. Broad: Evidently Ihe In-| nisfail mains are not in conformity with the Underwriters' Act. iMr. Moore: That is true.Mr. Robertson: It is pointed out n the letter it is necessary to replace the 3-inch mains with 4-inch. |ir. R. W. Moore: It is a serious thing.Mr. J, F. Steine: I discussed thenatter with Mr. J. Mulholland (en- J gineer, Irrigation Department). I was of opinion the Fire Underwriters’ As- J sociation would not accept 3-inch*Mr. Robertson: None of us want the Council to go to that expense «•-. long as the Underwriters are satisfied.The Chaiiman: The public will pay for it indirectly.After further discussion it was decided to ask the Fire Underwriters’ i Association to accept 3-inch mains in | places where they exist, and that a; copy of the letter from the John- J rtonc Shire Council be scnl, to them.The Supl. (Mr. A. F. King): You get the same pressure from a 3-inch J main as from a 4-inch. As a matter; of fact the pressure is higher if any. I thing.Mr. Robertson: You can point outj those facts to-the Underwriters. Ono man suggested ‘o roe that Tuily wa: on a cheaper rate than Innisfail.The Supt: Yes, it is a smaller town, and the risks are aot so great.It was reported that the cost t the new fire station up to date was £508/18/4. The total estimate of the building was £4,800.The Superintendent's report for the month of December read: “No calls were received to fires or supposed fires during the term. All street fire alarms have been visited weekly during the month, and have been found in good working order. Fire plugs have been inspected and cleaned, also grass weeds chipped away where necessary- Buildings and premises have been inspected for rubbish and inflammable material, and where necessary directions have been issued to remove same.The financial statement disclosedcredit balance of £484/6/3.
