That loan was used to help finance the purchase of the television station.Ironically, another declaration says that a shorthand reporting machine used Dec. 13 “malfunctioned” and so a transcript of Dorothy Owens’ testimony does not exist.All the petitions before the FCC allege that Dorothy Owens underfinanced the station in the beginning in order to bring about a bankruptcy, which is a condition under which the FCC is more prone to waive its usual prohibition against ownership of a radio station and a television station by the same company in the same town.The petitions ask the FCC to takea closer look at the proposal BuckOwens made to buy KDOB in Nolivember, less than a month after Dorothy Owens filed for bankruptcy protection.Neither Buck Owens nor Dorothy Owens could be reached for continent Wednesday evening.Of concern in all of the television station petitions is the economic clout Buck Owens would have in competing for limited advertising dollars if he were able to have both a radio and television station.KBAK's petition says if Buck Owens were put in that position it would be “giving him a favored position in the competition for advertisers.The petition adds that there was no indication that Dorothy Owens tried to sell her station to an outside party.The proposed sale of KDOB for $4.5 million to Buck Owens could be resolved in the bankruptcy court where a hearing is set Jan. 25 in Fresno. At the last hearing Dec. 13, Judge Brett Dorian said he would give creditors a chance to comment on the proposed sale.Under the terms of the sale, the creditors would be paid off and Dorothy Owens would be given $250,000. The sale must be approved by the bankruptcy court and the FCC.
