Albert Lea's City Council Mon day night, took initial steps to annex a land parcel east of municipal airport. Acting on recommendations from the advisory planning commission, the council voted unanimously to notify the Bancroft Town Board of its annexation intentions. The 50-acre site lies on the north edge of the existing city limits, directly east of the airport. According to preliminary plans forwarded by owners Egon Jensen, Milt Rosenberg and LeMoyne Oakland, most of the property will eventually be zoned for commercial development. Richard E. Alstad made his first official appearance before the council, to receive ap pointment as chief of police. He will assume his new duties Feb. 1. In other action, the council passed three separate or dinances which would annex a lot on Poplar Avenue, amend the city sewer rates and eliminate evening parking fees in the downtown area. A fourth ordinance, which would prohibit parking on have received final approval Monday night, was tabled. It would prohibited parking on portions of Green and Ruble Avenues. The council declined to take a vote on a__ proposed snowmobile ordinance, _ prefer ring to send the measure to a committee for further study. Serving on the committee will be Councilmen Glen Hammer, Arliss Bachtle, and Bob Quackenbush. A blank and unnumbered draft of the ordinance, written by City Attorney Jim Broberg, had been in the hands of councilmen for several weeks. The council also decided to join with the City of Brooklyn Center in a legal test of the state tax commissioner's authority to interpret the tax bill approved by the state legislature in November. The city’s share in the test case will be $500, a sum sought by the Minnesota League of Municipalities. “I think we really have no choice but to join in this ac tion,’ Quackenbush said, “I think the tax commissioner over-stepped his bounds.”’ Under the tax bill, limits were placed on taxes levied by municipalities. Albert Lea is currently $17,000 below the limit. Elwell said if the city had not been currently engaged in matching fund grants, it would have been facing the choice of either reducing services or taking a limit-breaking penalty this year. Councilman Harlan Nelson asked Elwell to have the city staff examine records on an alleged agreement with the developers of the Skyline Mall to provide a “green belt” around the property. Nelson said the developer has had several years to meet the agreement, but has failed to follow through. “We have a ‘green belt’ of rocks”, he said. Mayor Paul Larimore, at his first meeting since recent hospitalization, made a series of appointments to city com missions. They are: Board of Health—Harlan Nel son, Parks and Recreation Ad visory Board—William Carris, Curt Randall and Jim Gustaf son. Building Code Committee—Les Earl and Melvin Gordon. Advisory Planning Com mission—Vernon Baer, Stan Jenson, Dick Davies and Elwood Reim. Airport Advisory Board—Dr. C. Wilcox and Dick Michaelis. Library Advisory Board—Mrs. J. Gendler and Arliss Bachtle. Board of Zoning Appeals—Bill Bigelow.
