HARMONY.Territorial Cattle Kan M*t inConference.The Call for tbs Denver Oonventlon ■adoraad—A Long Figbt and Conaidarabla Kioking.Tlie executive committee of tbe Caul* and Horae Grower' association of New Mexico held iu aecond meeting at the parlora of the Plaza hotel yesterday afternoon. The following raembera were in attendance: T. H. Lawrence and 0. A. Hadley, of the Northern New Mexico aaaociation; S. K. Sydea and 8. E. Booth of the Canadian Hiver aaaociation; H. M. Atkin-•on of tbe Central aaaociation; W. 8. Brunson and Jamea B. Watrous, of the Watrous association, W. B. Stapp and N. B. Stoneroad, of the Han Miguel aaaociation: President J. W. Dwyer and Secretary J. D. Warner.The hotel office was turonged all day with prominent stockmen of the Territory, and the question of delegate representation was the piinoipai subject of diacuaaion. There was considerable opposition on the part uf a faction of which ex-8onalor Dorsey and Colonel J. W. Dwyer wore the chief spokesmen, to the basis of one delegate to each 50,000 head of cattle, as set out in the call for the Denver convention ieaued by temporary Secretary Taylor. It was argued that Taylor was not a cattle owner, and was assuming to dictate to men who were. The Northern association had met at Springer on Wednesday, and bad chosen tbe following delegates, on a basis of one delegato to each 25,000 head of cattle, just double the number required by the Taylor call: 8. W. Dorsey, T. H. Lawrence, O. A. Hadley, Charles Springer, J. E. Temple, J. W. Dwyer, W. II. Jack, J. C. l-eary, M. M. Chase, E. E. Holmes, W. J, Todd, 'the adherents of this basis of representation argued that it would let in delegates from email associations, like the one at Watrous, that did not include, all told, anywhere noar 50,000 head of stock. The advocates of the 25,000 delegate basis did the loudest talking. The adherents of the regular call Intimated, or some of them did, that Senator Dorsey was endeavoring to manipulate the association in furtherance of his political aspirations, though they excused Colonel Dwyer from any such motive. Secretary H. M. Taylor deprecated any controversy, and said ho was laboring solely for the good of the range interests, lie said he had issued the call after duo consultation with the oxecutive officers of the various associations throughout the range country, all of whom had endorsed it. He said that while ho had been subjected to personal abuse he preferred, in tho interests of harmony, to say as little as possible about tho matter.The executive committee, of which Mr. Lawrence it chairman remained in aession with closed doors for more than five hours. When the doors were opened Colonel Dwyer announced bis defeat by saying. Well, the boys got away with the old men. But such things are never done twice. We will be prepared uext lime. The committee had adopted a resolution endorsing tho call for the Denver Range convention made by Secretary H. M. Taylor, of one delegate for every 60,000 head of stock. This will give New Mexico twenty delegates and there will bo 200 visiting atockmen from this territory at the Denver meet ing. That tl e victors had no disposition to exult over their triumph is shown by the suggestion made that If the associations having less than 50,000 heuil of stock would nominate, through their executive committees, to T. H. Lawrence, chairman of the executive committee of the Territorial association, delegates for the Denver meeting, he would act on their suggestions and appoint delegates, insuring a representation from every association in the Territory. Lincoln, Grant and Dona Ana associations, whose members are aaid to favor the 50,000 basis, were not represented.Among other business transacted by tbe committee was the adoption of tbe following resolutions:Providing for (he establishment of a bureau of detection and protection.Providing for proper quarantine and inspection.For the appointment of a committee on transportation to take in hand all matters relating to shipment of stock.For a committee on finance, to consist of one member from each local association, to wbora was given authority to decide upon such amounts and make payments of such funds as they may deem advisable, to be usod fur the promotion of (he interests of the association, subject to the general rules laid dowu by the association. .A resolution, presented by the Canadian Hiver association, relative to percentage as i gainst commissions in the sale ot neef cattle, was indorsed and will be referred to the Denver meeting.A committee wss also appointed to draft articles of incorporation.A committee on brands wa* appointed to consider the question of the enactment of a general brand law which shall be of utility and safety, in the employment of brand marks, to all the slock men of the territory.ft was also decided to put into prompt and active operation rules for the promotion of the cattle interests of tbe territory.After tbe adjournment of lit# meet-
