Quartermaster General's Office, \ Atlanta, Ga., Doc. 16th, 1862. /Instructions to Assistant Quartermastersand Agents for the Slate of GeorgiA in executing the resolutions of tbo Legislature and the instructions bf the Governor to olothe and shoe the destitute soldiers from Georgia: 1st, The President, Superintendent, Agent, and Proprietor of each Factory or Tannery whero Government contracts are olaimed to exist will bo required to exhibit the written evidence of suoh contraot, and to stato the capacity and probable amount of production of such Factory or Tannery, with oharacterand quality of such production*; the Assistant Qirtcrmaster or Agent may in his discretion require such statement to be made in writing under oatb.2d, Wh n Factories or Tanneries have contracts with ih i Confederate States which do not absorb the whole productions of such Factory or Tannery, the State of Georgia will require the suipluato be furnished to its A-gunis to carry out the instructions alluded to.3d, Where no contract with the Confederate States existed at tho date of the passago ot the resolutions to-wit: On tho 26th of No-ecmbcr, 1862. the Factory or Tannery will be required to furnish tboir whole produolions to the S ato for tho purpose aforesaid; Provided, the productions are such as can be thus used4.b, The President, Superintendent, Agent or Proprietor, ot each Factory and Tannery will be required to state in addition to the qiiAntity and quality of their productions, at what timo the receipt of their produotiou-rnay be relied upon by the Stdto.Qi6th Assistant Quartermasters and Agents will contract to py tho Proprietors of Factories and Tanneries contracted with 25 por cent, profit on the actual cost of the artiole produced, when payment shall be mado month-1 y.6th, Goods pnrohased or seized from privateindividuals shall be paid for on delivery, theactaal cost to the date of purchase or seizure with 10 per cent, thereon (to be ascertainedby the invoice and the oath of tho party.)7lb, When contracts with tho Confederato States shall appear to have been mado by Factories or Tanncrios since the 25th of November, 1862, tho facts and circumstances shall be stated under oath and submitted to the Quartermaster General for his consideration and decision.8th, When goods have been or may beseic-ed which are not suitable for tbo uso of the army, Aistant Quartermasters are authorized to release them, and when such goods are suited to the objects contemplated by the Legislature and the instructions of the Governor and the oost to the State at tho prices above stated shall exceed tho market price of such goods, they shall be released, and whenthe price of such goods shall exceed the price :eafixed by the Legislature and the directions oftho Governor, Aj-bibtant.Quartermastero may heir discretion rolease or 'return suchin their goods.9lb, Assistant Quartermasters are authorized to employ such Agents, Clerks and Laborers, and to rent such store houses and shops as may be necesssary to carry into effect the intentions of the Legislatnre, and shonld it-be necessary, they may employ men to guard the goods stored.10th, Assistant Quartermasters will report to the Quartermaster General as soon as they are organized, and monthly thereafter, the number of Clerks and other persons employed with the amount of the wages paid each person so employed, and the number of suits of clothing and pairs of shoes they are able to produce.
