Wednesday, 23d.In Senate. The bill from the Ilotise incorporating the Madison Savings Institution, was read and passed to a second reading.“Mr. Conwell, on leave, offered the following resolution, which was adopted: Resolted, That the committee on ways and means be instructed to inquire into the expediency of authorising a loan of a mil-ion of dollars for twenty years, at an in-erest of five per cent, per annum, to be distributed in the several counties of this state, in a fair proportion; to be loaned at interest in small sums, on mortgage of real estate, to enable the citizens to procure land; with leave to report by bill or otherwise.”“On leave, Mr Conwell offered a joint resolution authorising the call of a convention to amend (he Constitution of the state of Indiana; which was read, and passed to a second reading,”In the House sundry resolutions were referred to the appropriate committees, proposing amendments to the Road law and the Justices act, revenue law, and on the subject of Internal Improvements.The Joint Resolution relative to the Michi- ! gan boundary, was taken up, and after a long i and interesting debate, referred to a select com- j mittee of Messrs. Liston, Chamberlain, and Mason.Thursday, 24th.In Senate. The greater part of the day was spent in uebate on the Apportionment Hill,which was passed by a vote of 21 to 5.“Mr. Conwell on leave, introduced a resolution, the imperative feature of which caused some little discussion, in which Messrs. Conwell, Hiilis nnd Brady took part. At the suggestion of Mr. Whitcomb, it was amended to read as follows; when Mr. Hiilis did not object to it, and it was adopted.Resolved, That the Judiciary commit tee to which was icferred the bill, incorporating the Madison Savings Institution, enquire into the expediency of holding all the directors and stockholders accountable in their individual capacity for all the debts of said company.”
