INDIANAPOLIS (AP) —Indiana’s average welfare1 recipient is a young, unmarried white mother living with her two children in an inner-city neighborhood — a profile that officials say explodes many myths connected with I he welfare system.Kwame Mumira of the Legal Services Organization here said a popular fallacy is that most welfare recipients are black. Richard G.
