Refuses Full Pardon.The State Prison Board refused torecommend a full pardon for John l^azia of Kansas City, paroled last August by Acting Gov. Wallace Crossley, after serving six months of a 12-year sentence for robbery.Miss Marie (Thesser, Lazia's sweetheart, then made a personal plea to Gov. Gardner. The Governor declined to act without the recomendatiou ofithe board. Miss Chesser said she wanted the pardon and that they hoped to be married.term in office.
