PACC Official SaysThis Area Has CapacityTo Weather Energy CrisisSouth Jefferson County will be able to weather the economic storms brought about by the current energy crisis much more readily than most any other area in the United States according to Wiley P. Ballard, 1974president of the Greater Port Arthur Chamber ofCommerce.Ballard, who will be installed in January as the Port Arthur CC head, is manager of the Port PortArthur Laboratories, Texaco Inc., Research and Technical Department.Looking at the energy crisis, Ballard said that the shortage of gasoline, furnace oil, jet fuel, diesel fuel and fuel oil will continue over the next several years even if the normal worldwide crude production and distribution flow is resumed promptly. The question is really how seyefe'the shortage will be /Industries that depend on liquid fuels will suffer, Ballard said, as willrecreational orientedbusinesses. He noted that many industries will have to change their approach to business, pointing out that automobile manufacturers are already changing their lines toward smaller cars and airlines are consolidating flights to save fuel.The incoming Chamber president cited the area's solid base of refinery and petrochemical plants is probably as fine a source of supply of raw materials as can be found in the entire country. Althoughlocal plants are not new, they are well established, Ballard said, and have been kept competitive by frequent additions and modernization projects.Far from anticipating a downturn in business In 1974 , Ballard siad he feltthat this area will hold its own and may even experience an upturn the last half of the year.
