Titusville City Council will hold a public hearing at 7 p.m. Mon day, Jan. 27 to consider the Res devidement Authority's pro postel second urban renewal pro dect {he redevelopment proposal, urban renewal plan and the re- location program, together with the Planning Commission's re commendation and supporting, dant, will be available for pub lic inspection for a period of 14 day prior to the hearing, in the Redevelopment Authority or in City Hall. The area of the project—to be known as “Golden Days —o will be generally bounded as follows: On the north by Water Street, Diamond Street and Hast Centenl we, at the est by C Lemihard Street and other on the south by Ol Creek and Mechanic Street, and on the west by South Franklin and South Martin streets. A legal description of land and the addresses of the properties affected appear in the legal not ices on page 14 of today’s Her ald. The Redevelopment Authority had proposed the Golden Days project under state and local law with federal frial as sistance under Tile , the Housing Act of 1919 The authority's proposed pro ject also includes the carrying out of a Newhead Develop ment Program which could speed up the renewal process. Under NDP, renewal is carried on in a-yedar pluses rather than doing one large project at in time. This means the project could be divided into several small ones and scheduled by priority. Under NDP it has been re commended that the initial step be to provide housing, “linus ville’s professional planning, con sultant recommended last Octo ber that the first used for hous ing redevelopment be the section between Spring and Water Streets just OF Miatin Street. The Redevelopment Authority last week executed two contracts in preparation for the Golden Days project. One was for a $12. 00 state grant which will be used for the preparation of a SDP. The other was between the authority and consulting firm of Beckman and Swenson for preparation of the NDP. The firm will receive $6,000 for its work. The relocation program under the project is also expected to be discussed at the hearing Jan. 27. At a meeting last summer, Charles Nath, regional coordina tor for the Department of Hous ing and Urban Development, said a precondition for Golden Days is that the redevelopment authority be restaffed to include three more people, one of whom will be relocation officer. Other preconditions announced at the meeting have been met.
