Those problems being, number one, control of land use; number two, the fact that Imminent legislation could result in county, regional oc state control over land not within the boundariesof cities.PN City Manager Jim Davis has expressed his concern in the pages of this publication regarding land use. He cited the case of Lake Charles,Louisiana and the fertilizer plant located there. A fertilizer plant which could have located adjacent to Port Neches, but within the city's extraterritorial jurisdiction. Had the firm so chosen to locate, the PN»J City Council would have had no say. Extraterritorial jurisdiction properties are not subject to zoning regulations or restrictions.In the matter of land not within a city limits coming under control of entities other than a city, Mobil spokesman Forest Smith expresses the opinion such action would take several years to implement. While Mr. Smith may be right concerning the implementation time, we remind him the action itself could take place in ten months at a regular legislative session, or next week if a special session were called for this reason. Even a one year negotiated contract would be too long in either case.Now. Let's get down to the nitty gritty. Port Neches ad valorem taxpayers are subiect to changes in the amount they pay every year. The petrochemical companies have been getting a seven year guaranteed maximum on their payments. It istime for the Port Neches City Council to fish or cut bait Either annex the property on which the petrochemical plants stand and fairly tax them, or give other property owners a seven year guaranteedmaximum charge.
