TO Lim THE DREGLESS HEALERSUNIQUE MEASURE NEW BEFORE THE STATE LEGISLATURE.Applies to 400 Members of the Profession in the State and Will Afford Tbdm Protection.FCT*- .lt;-State supervision of druglcss healers—haiid and mind cur operators— is proposed in a bill introduced in the senate yesterday by Senator Blakely, it was ofiEered at the request of Oee Butters of Des Moines, who is head of the psychiropathists in Iowa.It provides that the state board of medical examiners shall issue certificates and licenses to dregless healers 011 payment of $5, the license to he filed with the county recorders, also, at 50c each.The certificate will not permit the holder to use or prescribe drugs, or practice surgery, obstetrics or osteopathy. Persons which have been engaged in tne practice of psyehiropathy for a period of not less than one year in this state prior to July 4, 1904, six months of which shall have been in one locality, and are members in good standing of the Iowa Psyehiropathie association, sball be entitled to receive a certificate provided that such application shall be made prior to January 1. 1905.-Probably there are 400 of them in Iowa.Whom it Includes.The term “psyehiropathy is a compound word, derived trom the Greek, the meaning of which is treatment with mind and hand. Thus, any person employing the iiilluenco of the mind, by suggestion or otherwise, or who uses the hands by making-passes. applying them to the patient, or in manipulation for curative purposes, is practicing psyehiropathy. Therefore, the systems of healing commonly known as mental science, divine science. mental, psychic or suggestive therapeutics, magnetic healing, vita-opathy, chiropractic, movement cure, hydro therapeutics, accompanied by manipulations with the hand, or any other system of druglcss therapeutics other than osteopathy, are hereby declared to be the practice of psyehiropathy, as within the meaning of this act.Upon presenting a bona fide diploma from a legally incorporated school of psyehiropathy. recognized as in good standing by the Iowa Psyehiropathie association, applicant shall lie enlitled to a certificate as provided for in section 1 hereof; provided that such school shall include in its courses of instruction nine months' study of anatomy, physiology and hygiene, instruction in diagnosis and prophylaxis of infectious diseases (as classified by Osier.) theory and practice of psyehiropathy, and three months' clinical practice thereof, anil shall require not less than nine months' personal attendance before examination; and provided further, that in order to entitle its graduates to certificates said school shall, on and after July 4. 190(1 require personal atondanco upon two terms of seven months each. The educational requirements for admission to such school shall be a high school diploma of a teachers' certificate, in the absence of which the applicant shall be required to pass an examination of a grade required for ateachcr's cer-tifiacte.Itinerates.Every person praticing psyehir opathy, or professing lo treat, cure or heal diseases, ailments or injury by psyehiropathie application of method, who goes from place to place, or from house to house, or circulars, letters or advertisements solicits persons to meet him for professional treatment at places other than his office at the plaee of his residence, shall he considered an itinerant psychiropath: and such itinerant psychiropath shall, in addition to the certificate elsewhere provided for in this act, procure from the state hoard of medical examiners a license asTen ininerant for which he shall pay to thet reasurer of state, for use of the state of Iowa, the sum of $250 per annum. Upon payment of this sum the secretary shall issue to the applicant tberefor a license to practice within the state as an itinerant psychiropath for one year fron-the date tberof. The hoard may, tor satisfactory reasons, refuse to. issue such license, or may cancel such license upon satisfactory evidence of habitual intoxication or gross immorality.Nothing in. this act shall be so construed as to prevent per sops who are not registered practioners ‘front trcat-nnr.TnR fxplains
