TO DISFRANCHISE THE NEGROES*— 11 — I■1 —**■**t——The North Carolina Legislature Passes the Constitutional Amendment.Raleigh, N. C. (Special).—The amendment to tho Constitution of North Carolina, limiting tho suffrage, has boon adopted by both branches of the GeneralAssembly. It passed tho House by a vote of 81 to 27, and the Senate by a veto ol 41 to G. lioforo becoming a part ol the Constitution, however, it must be submitted to a vote of tho people ol the State. This will be done at tho next general election, which, under the new election law, will bo hold in August, 1901. Tae avowed object of the amondmout is to eliminate the ignorant negro vote. To do this, educational, property and poll lax qualifications aro proscribed. To prevent this disfranchising white voters a further provision is made that any person can vote whether ho possesses the other qualillca* tions or not, provided he or his ancestor;: could have voted on January 1, 1SG7.
