Herbert Kincaid Alleged Killer of Officer—Searching Parties Scout Countryside No arrests have yet been made in connection with the death of George Spangler, special agent for the Ka nawha, Glen Jean and Eastern, who was killed Saturday night while at tempting to arrest Herbert and Wal lace Kincaid, brothers of Oswald. Herbert is alleged to have murder ed the officer, he having slipped out the door as Spangler was putting handcuffs on his brother. As the officer followed him out he shot him through the breast and death result ed in a few minutes as Spangler was being carried to a nearby house. Communication between this city and Oswald was cut off Saturday night owing to the ice and sleet and sword-of-the-mrtter did not reach here until about 11:30 although it was committed about 8 or 9 o'clock State Police of this city were noti fied by messenger, but the murderer had too much of a lead, and he has not been located. It was thought at first that he might have taken refuge in the home of a friend there but later investigation seems to reveal that he has skipped the country. Herbert is said to have recently served a term at Fort Leavenworth for implication in a murder. Officer Spangler was one of the best known law enforcement men in the section, he having been employed in that capacity for some years. Searching parties have scoured the entire country for his slaver, the roads leading in all directions hav ing been blocked Saturday night and all cars searched.
