THREE POLICE MADE GRAND JURY’S GOATSConilnoad from Pica 1.only person accused of committing a crime was Commissioner Hicken himself, but the grand jury did not feel justified in indicting him for the offense charged, that of permitting a saloon to run without a license.Drennan was not accused of committing a criminal offense. Some one reported to the grand jruy that he was disloyal to the administration. Who Drennan's accuser is we do not know, at least Drennan has never had an opportunity to face him and answer the charge. No grand Jury should be permitted to go over the heads of the courts and make recommendations to city officials involving the dismissal of police officers, without giving such officers an opportunity to defend themselves against secret attacks made against them and possibly by personal enemies. Such procedure does not belong to this age.WHhat is true in Drennan's case is also true with relation to Riedel, and in a lesser degree with Frit*. It is the first act of cowardice so far shown by Commissioner Hicken. It is one of his official acts of which he will never be proud.
