Blood is already being shed on both sides The captain of a troop of cavalry stationed at Presidio del Norte was assassinated on a recent night by one of his men, who then escaped. Emissaries of the rebel leader Garza are reported to have passed through this and other towns planting the seeds of revolt; times are hard, owing to the scarcity of grain; and there is a large smuggling fraternity ready for anything desperate. Colonel Hernandez, late commander of the Mexican garrison at Mier, has been tried by Court-martial for not having captured Garza in December, when be might have dene so, and has been sentenced to be shot. A painful incident is reported from the international boundary, consisting of the Kio Grande, a few miles north of Mier. Tlie son of a prominent Mexican ranche-owner took a flock of goats down to water, and noticed a body of men on the United States side of the river. Thinking they were some of Garza’s followers, he called out, “ Do not come overt There are soldiers near.” The soldiers were near enough to hear him, however, and the boy was shot though he was only 11 years old. The same fate was awarded to two merchants at Reynnsa, on the charge of giving aid to Garza. At Ri’o Grande city, in Texas, it is alleged that officials of the United States Government have been actively assisting the Mexican insurgents. A correspondent says that Tomas Garza, United States marshal, is now under indictment, and that F. D. Jodon, deputy collector at that city, has been dismissed for sheltering Tomas Garza, while Silverio de la Pena, the local postmaster, has been ordered by the district attorney to explain his proceedings in this connection.
