Resolved, That the. county Treasurer bo authorized from anti hereafter, in set-; jtlcmchfc with the city and the several towns of the county, to pay -any balance that may bo duo to.said city or towns, and also in case of any deficiency in the funds cf.iho county, • tlt;f pay the interest-on-the Harbor and Railroad Bonds givenjby tHo county, in tax certificates at their face; -bjit for no. other purpose; shall be bo au* jthpriz'ed to.pay out'or. .'dispose of any. tax certificates. unless the whole amount of •suoh -. certificate and .interest accrued thereon, shall be paid to him at the-time of suob'eale. or;assigntnent; and in all and every/ case of the sale or .disposal of any tux certificate by the county Treasurer, lie shall enter either in his book of sale or any other books expressly kept for that purpose, .the name; of the. purchaser or assignee, the number, description and date of suoh tax certificate, the amount as-signed for; and' the date of .'such'assignment.
