Pm la Delphi a, Feb. 14.The packet ship Seine, arrived from Havre, this morning. She reports having seen the Atlantic, when four days out from Liverpool, under a full head of steam, in lat. 21 deg. west. The Seine had just experienced a heavy gale. Capt. Williams did not see anything unusual in the movements of the Atlantic. He thinks if she had been disabled after he saw her she could not have reached the Western Islands, in consequence of the winds blowing from a contrary quarter. The Atlantic had, if this is correct, accomplished only one quarter of the voyage during these four days, and this is much less than her usual run. If an accident had happened to her after this, it would require probably several weeks to return under a sail either to an English or Irish port, or to the Azores. The fact the Atlantic has been seen would seem to indicate that Capt- West has taken a southern course on this voyage, as a Havre ship never got so far north as the usual northern route. Conjecture is still full, and every one is hoping the Africa, noW due, may bring further tidings of her.We have some fears that the steamer seen was not the Atlantic, but the Franklin from Havre, which sailed on the 1st of January, two days after the Atlantic, and left Cows on the 2d. The Franklin arrived at Nevtwo weeks ago.
