Former Probate Judge Frances Sleep of Sagle, a member of the committee, had some interesting observations, which are included in the Farragut report. She wrote in part:“If Farragut proved anything at all ... it proved to me, as a member of this committee . . . that drugs and their abuse have hit Idaho and its youth. That drugs are here to stay with two challenges to us:(1) Why does use of drugs appeal to youth?(2) What are we going to do about it?She also wrote “We have failed to make any positive or significant contributions regarding the “drug scene” in Idaho. We offer no suggestions for curbing or halting the flow of drugs into our state or their sale. We have no advice for helping youth withstand today's pressures that pave the way to drug abuse.
