Voorhies, chairmanof the commission, announced today. The* measure will codify those state laws which define crimes and fix penalties in the same manner as laws governing court prdcedure were treated in the criminal code of 1927.Among the recommendations will be:.^Increased penalties for . arson / 4K kidnapping.„ ^Standardization of punishment and fixing of a definite relationship between prison sentences and fines, making one year imprisonment the equivalent of * a fine of §500.Classification of robbery into three degrees*: First degree being robbery armed, second degree robbery not, armed and third degree, pickpocketing.Tightening laws relative to receiving stolen property.
