He said investigators believed Carter had not been dead longer than 24 hours.Police said the instrument used to behead Carter may have been a sharp ax or a machete. Dougherty went to the rainy scene about noon after a young woman turned in a tan backpack spattered with blood. The backpack contained a black coat and two shirts.
