West, Esq.), Councillors Walt, Linkson, Kitchen, Parks, Hardy, Rahbich, and the Town Clerk (Mr. »/. Davcy.)The minutes of last meeting were read and coo firmed.QUESTIONS.Councillor Wall asked «he Mayor if bin at tention had been called to the inconsistent re-|»orl5 in the Gawter Bunyit, KafunJa He raid, fames/mm Review, and iIip Bum Retard, villilying the actions of himself and the rncm-llt;er* of the Council, the same reports contain-ing nothing but a tissue ol ties and supposed 10 Itave been written bv a member of this Council ?His Warship said his attention had Ircen called to the reports ami he considered them to be a scries of gross misrepresentations, tinctured with animus and calculated to luing this Council, also the municipality, into ridicule and disrepute, and the author ol such contemptible trash should be severely censured i»y this Council—(hear, hear)—for his breach of the 39th and 61st Standing Orders.Suspension of Standing Orders.Councillor Rahbich moved the suspension •d the Standing Ooler-. (• refer to writings in the provincial press ty Councillor Hardy which was a mis-statement of facts. The motion was carried.Councillor Hardy: I object. What press?Councillor ltabhich : The local press. His Worship : I believe the local press is a part of tbtf provincial press.Councillor Hardy : Oh.Councillor Linkson was sorry that such n thing ha 1 • •ccurred. lnil the time had now come wV.cn 1 bey must suppress such gross misrepresentations—(Hear, hear)—and he would second the motion.Councillor kabbich : Through moving that motion, Your Worship, ii devolves on me to state tlw reason why I moved in ibh direction. In a leiirr, written to the Burra k'eeord ly Councillor Hardy, he said •* 1 lie new-Council at the f.rsl meeting decided I., call lender* f,,t anengiu. Cl, which resolution W as carried unani-mousty, after ea/k councillor, as well at the Mayor, had expressed themselves dissatisfied with the engineer. 1 say, sir. such assertions are a series of deliberate falsehoods—(Hear, hear). I did not express oiy disapproval towards I lie engineer, neither did I vote for the calling of tenders. After 1 saw the letter in the Record I asked Councillor ffardy what he meant, and told him plainly tlut he had misrepresented me in the press. In reply Councillor Hardy said nfter he wrote the letter he was dnuh'fid in hit mind as to whether I did speak against Littlejohn. I feel rather warm on this matter, and I am sure my colleagues does the wine. I want to put myself right with the ratepayers who returned ine to reprevrnl North Ward, and it ii neccs-aiy that they should know the facts of the case—(Hear, hear) I have been accosted by several ratepayer* and asked what the Council was doing. I say again, sir, the actions o| Councillor I lardy was more like the actions of a school-boy than that of a roan— (hear, hear). If 1 voted fur the calling of tenders for a new engineer and then voted for Littlejohn it would t»c inconsistency on my pan. I claim to have the confidence of ihe majority of the Council for consistent working —(Hear, hear)—Councillor Hardy : Query.Cnuncillur Kabbich. continuing, and I will challenge Councillor Hardy to sny otherwise. I thought I would give a diccci he to Councillor Hardy through the press, but after considering the matter, which was terribly annoying 10 any councillor, I decided to bring the mailer before the Council—(Hear, hear)—and tell Councillor IJurdy that what hr had written was false, and the tissue of lies would not emanate from any gentleman. It was only villifying the Council as a whole, «nd would repeat the assertion that it was beneath the policy of any gentleman. I will move now—That this Council hereby expresses its extreme dissatisfaction and disapproval at the conduct of Councillor Hardy in reflecting on and misrepresenting the decision of this Council ihtough the press, and considers his action inimical to the best interests of the town ar*d discourteous to his colleagues. By moving this motion the ratepayers would see that they were honestly represented. I have no objection to the ratepayers knowing what I do in the Council, but I must emphatically protest against being misrepresented in the press. I have some consolation in knowing that a large number of ratepayers—i/ not all—knew the reports were falsehoods and detrimental to the general welfare of the town and Council.Councillor Watt supported the motion. He would challenge Councillor Hardy or any other man in the Council to say he expressed his dissatisfaction towards Mr. Littlejohn.Councillor Hardy: 1 say you did.Councillor Watt : I say its false, and everybody know’ it.Councillor Parks said 00 member of the Council was more sorry than be was that this matter should conic up at all. He was Councillor Ilardy'scollcague—A voice : 1 pity you —and it W3s hard for him to support the mot inn, but it was a .natter that the Council should lake in hand at once, and if possible stop o re occurrence.v-fivi *4W(UJ JO'iui ui.j ruubi wiuvuappeared tn the Record. Whatever was done ot reported in the paper about Councillor Hardy he should not make his attack on the Council—(Hear, hear).Councillor Hardy : I am said to be the guilty party ; I wish you will give me a fair chance to defend my action.^ Councillor Rahbich : We wish to give you a fair hearing.Councillor Hardy : The letter ia the Burra Record—Councillor Walt : I rise to a point ol order. Councillor Hardy is not dealing with the question.Councillor llardy : 1 want to prove to the Council that I have not made misrepresentations.Councillor Kahhirh • I object to this pio-cecdurc.Councillot llatdy: 1 have apologised lo you, have I nm ?Councillor Rahbich : We want you to reply in n straightforward manner. (Hear, hear). His Worship : Do you think CouncillorHardy that I am sent here by a respected number of ratepayers lo be dictated lo by you (Hear, hear) ?Councillor Hardy : Every word is »rue-His Worship : I must ask you lo withdraw.Councillor Hardy : I object.Councillor Kabbich : Councillor Hardy is out ol order. He will not deal with the question under Discussion ; if he will do so we w»JI listen to him.Councillor Kitchen: I think CouncillorHardy can explain.Councillot liatdy: lean give an explanation, but I want tu refer to a letter in—His Worship: I will have to mlc you out of order if you do cot keep 10 the subject—(Hear, hear).Councillor Parks : If Your Worship think Councillor Hardy is out of order you should rule him so. Kule him one way or Ihe other. His Worship : We want an apology.Cuuncill-r Parks : Co 00, Councillor Hardy; if you keep to the question we will listen to you. but otherwise we cannot.Councillor I lardy ; Well I will explain.Councillor Wall : Keep to the letter.Councillor Hardy : I you rule tuc out ol order? His Worship: Goon ; we do not want to remain here all night.Councillor Hardy : I did nnl ask you to bnng this matter up—(Laughter).Councillor Liilksou : Of course you did not.Councillor Hardy : The reason I wrote the letter to the Burra Rear/d was to contradict a direct lie—Councillor Linkson : We do not want lo know why you wrote a letter to the Record: we want you lo give an explanation of your misrepresentation towards the Council. (Hear, hear). His Worship : I cannot allow this to go on; you will out deal with the question so I rule you out of order.Councillor Rahbich said, in reply, that when Councillor Hardy got up to offer an explanation he said he was doubtful whether I did vote or whether I did say anything against the engineer. That goes to bear out the fact that the letter written by Councillor Hardy was a misrepresentation. 1 will swear that Councillor Watt did not utter a wurd against Littlejohn.Councillor Hardy ; lie did.Councillor Watt : It's 3 lie ; I never spoke against the engineer, and I protest against such falsehoods.Councillor Rahbich, continuing, Councillor Link son had voted consistent—| Hear, bear)— and his actions throughout was all that could be 35 a representative of the ratepayers—(hear, bear). Councillor Linkson voted for the call ing of tenders, but he was a new member and •lid not know Lilllej'-hn's ability so well as he does now, and when tenders were received Councillor Linkson voted for another man.Councillot Hardy : No.Councillor Watt: Councillor Hardy know he is guilty.Councillor llardy: Do I ?Councillor Linkson : Of course you do.His Worship: I atu very sorry that I am compelled lo pul the motion, bat I am determined that none of the members of this Council wilj villify one another through the press. It is high time this bad spirit was put down. It seemed a suicidal effort for any man in do such foolish things, and it is beyond human nature to expect that jreople will put up with it. J will now put the motion.Councillors Kabbich. Pnrk«. Watt, ar.d Linkson voted lor the motion. Against, Councillor Hardy. Councillor Kitchen did not vote.Councillor Parks pointed out the importance of every man voting one way or the other.Councillor Kitchen : If I saw that things were being done straight I—Councillor Rahbich : I ask Councillor Kitchen to withdraw that remark—(Hear, bear).Councillor Kitchen : I withdraw it ; I will vote against the moiiun.Councillor Watt then moved—“That this Council hereby wishes the foregoing motion to be recorded in Ihe minute book, and heregarded as a vote of cenmre to Councillor I lardy.-— —(Hear, heat).Councillor Linkson seconded the motion, and said he would do so again if any councillor did the amc u a similar thing.
