Towards the close of business the English Stock market became exceedingly heavy, and some large wales of Stock and Exchequer Billa were effected, which caused the decline in the prices. The follow ing are the closing quotations ;—Console 914 ¢ for Monty, and 918} for Account, Exchequer Billa 18 ® prem, . In the Foreign market no feature worthy of remark has occurred, Spanish Active Stock closed at 26%,— Portuguese Five per cents 344, Three’a 23%, Colom bian 27% , Mexican 294.80, TEA.—The accounts received from Canton to-day, to the 26th of September, are of a very conflicting na ture. Some of the letters assert that negociations had commenced between the British Representative and the Chinese, and that some of the ships had ac tually commenced trading ; on the other hand, it was stated that the Chinese were taking preparations to repulse any attack, and that Captain Elliot had broken up the Wockende which he had commenced, in conse quence of the force he had under his command not being sufficient to continue the same. Under these circumstances the trade was not inclined to purchase Tea, being disposed to wait until the arrival of the over-land mail, and the operations were on a small scale; but the merchants remained firm, and the rates previously established were supported—in fact, in the present state of things, it is impossible to give a cor rect idea of prices or the actual state of the market. The Hambro Mail brought letters to 24th inst., and the French Papers to the 20th; the intelligence from Hambro is to eagre on account of the navigation being closed. The French markets remain steady, with little demand for goods. With the exception of Sugar, The important news was that from China by the Marmion, but so indiffinite in its details that few transactions have taken place here in the Tea market, Money was plentiful and Discounts 44 to 5 per cent on Bankers’ and Mer chants’ Bills, and 54 to 7 per cent on Bills of Jess repute. By the arrival of the London line of Packet Ship Montreal, at Portsmouth, from New York, which place she left on the 0th alto., Papers of that date have been received, but they do not contain any news of importance. Exchange on England was quoted at 748 per cent prem, with but little doing. Stocks had receded since the last account o—United States Bank Shares BL. Hobart Town papers to the 19th October, and St Johns, New Brunswick to the 5th January have been received, but they do not contain any news of the least interest, LIVERPOOL COTTON MARKET, Jan 81.04 market has been more unsettled this week being al ternately steady, and otherwise as regards American descriptions which have at length settled down to the closing quotations of Friday last. Brazils have been offered freely at 4d decline, Egyptian 4d to 4d, and the prices of Sea Islands are quite nominal, Sura is heavy at $4 reduction. Notwithstanding this state of things a good extent of business has been done.— Speculators have taken 3500 losles of American, and Exporters 800 bales American. The sales today are about 4500 bales of all kinds. The Cottons forwarded into the country this month unsold consist of 2000 American, 300 Egyptian, 100 Bahia, 80 Pernams, and 80 Maranham. MANCHESTER, Faipay Evenine Jan 31.—Srare or Trapg.—The trade in cloth and yarna has been very dull since this day week, and in particular since Tuesday; and now sales to any extent could be made, to say even at Tuesday's prices. The unsteadiness of the Liverpool Cotton Market will account in some measure for the present inanimate state of things though not wholly so; but that combined with the wealtulness at this season of the year, owing to the export to Russia and North of Germany being quite suspended, may perhaps do so, but things are really dull. Goods suitable for the India market are saleable at previous quotations. BRIMSTONE MONOPOLY. The public prints have stated that Mr. McGregor has succeded in the objects of his mission to the Nea politan Court, namely the abolition of the Monopoly ; upon good authorty we, however, understand that although negociations continue to be actively carned on at Naples and in England, these reports are alto gether premature. The engagements that the Go vernment of Naples have entered into with the French Company are of that nature that they cannot be set aside without great inconvenience to that Government, both pecuniary and political; there is some probability, however, that at a distant period a compromise may take place, by which the Company may be compen sated, and the Government benefitted, and there is no doubt that a great step towards this object would be the proposed assimilation of the Duties on Olive Oil; under all circumstances it is certain that the French Company has already received nearly the whole of the fusion of last year, and they are now actively preparing for the receipt of that of this year. The Company being thus nearly exclusively the holders of Brimstone, manifestly shows that the report put forward in the newspapers is without foundation. OFFICIAL PUBLIC NOTICE. The High Commissioner and the Governor of these Provinces having publicly forbidden the regular sup plies of food to Her Majesty’s subjects—having com manded the people to fire upon and seize them when ever they go on shore to purchase provisions, and cer tain of Her Majesty's subjects having been actually cut off. Notice is hereby given that it is my intention, at the requisition of the Chief Superintendant of the Trade of British Subjects in China, to establish a Blockade of the River and Port of Canton; and no tice is hereby further given, that none other than ves sels actually within the port, or foreign vessels enter ing within six days from the date hereof, will be al lowed free egress till the blockade be declared raised. On the [7th September negotiations were opened on the basis of the withdrawal of the Proclamation, against the lives of H. M. subjects, and the blockade was raised. The news from China created great excitement in the City today. It appears that the British declared it a blockade at Canton on the 11th Septembers but on condition that certain proclamations which had been issued by the Chinese authorities (in which the Ilves of British subjects were at a take) should be withdrawn i: the blockade was therefore abandoned. after a sus pense of eight days it was discovered that the Chinese manifested no disposition to withdraw the objectionable edicts, and it is reported that Cantala Elliot had no other alternative but to declare renewal of the blockade. The news was brought by the Marmion, a very fast sailing weasel. A Spanish vessel is reported to have been burnt by the Chinese, in consequence of her having been mis taken for an English weasel. A letter has been received at Lloyds, dated Hong Kong, China, 23rd September, from Eglinton, M*Lean Co., which states that the blockade declared by Captain Elliot had very much irritated the Chinese, and also displeased the Americans, and that the Chinese had threatened to burn the English shipping at Maceo and other places.
