Ortiz, Fernandez Appointed by Governor MillikenTwo Kalamazooans have been appointed by Governor William G. Milliken to the state Commission on Spanish Speaking Affairs.They a re Ma rga r i ta Ortiz, an admissions counselor in Western Michigan University's undergraduate admissions office, and Eugenio H. Fernandez, Spanish-American liaison for Kalamazoo’s department of community relations.MARGARITA ORTIZ EUGENIO FERNANDEZThe 15 member commission was created by state law last July. It consists of Spanishspeaking individuals or persons of that origin, appointed from urban, suburban and rural areas to represent Michigan residentswho speak Spanish.This past June Ortiz was elected as the first woman president of Michigan’s Association of Chicanos for College Admissions. -She became at WMU admissions counselor in October, 1974.A 1973 WMU graduate, Ortiz earned an MA degree here last December. Her parents are Mr, and Mrs. Loreto G. Ortiz ofSaginaw.A refugee from Cuba in 1969, Fernandez has beenworking for the city since 1971.He is vice president of the Migrant Education Advisory Committee and Spanish-American Building effort; vice chairman of the Puerta de Oppor-tunidad advisory committee; executive committee member of the National Alliance of Businessmen; member of the executive board of the Family Health Center; and vice chairman of the Labor Council for Latin American Advancement.In Cuba he was schooled as an accountantand in business.CSSA will develop aunified policy and plan ofaction to serve the needs of Michigan's Spanish-speaking residents. Itwill make recommendations to the governor and state legislature regarding changes in state programs, statutes and policies, and provide advice on the nature, magnitufe, and priorities of the problems of Spanish-speaking people'.'It will also review and approve grants from federal, state or private funds which it will administer. CSSA has been instructed by Gov. Milliken to secure appropriate recognition for the accomplishments of Spanish-speakingpersons and their contributions to Michigan.
