BOARO Of HEALTH AFIER LLEWELLIKGWant -School Board to Punish the Principal of the Fox Hill Graded Schools.SAYS HE IS OPPOSING ISCSI NATIONCitizens cf the Town of Fox Hill Adopt'd a Stinging Set of Resolution* In Opposition to Allowing the Children to be Vaccinated as the Virginia Law Requires.Tho members of the board ot health are Indignant over a act of resolution!} passed by tho people of the town of Fox Hill In opposition to vaccination In the public schools.Tho hoard met yesterday morning and discussed the resolutions at length. The entire matter was referred to the school hoard, which. It is understood, was naked to punish Irvin Llewelllng, tho principal ot the Fox Hill Graded Schools, for his failure to comply with the state law relative to vaccination. According to tho board of health and the health officer, Dr, Walter A. Flecker, Mr. Llewelllng has been one of the moving spirits against the vaccination, whenAas principal of the schools he should have been enforcing the law. The Virginia school law makes Kb mandatory upon all teachers to see that every pupil under him or her hus the proper certificate of vaccination. For this failure tho hoard of health is going to take tho proper action against Principal LleweMrig. Mr. Llewelllng, it is claimed, drew tip tips resolutions, which according to the Board of Health Is one of the most unusual acta for a teacher Virginia has ever known. An interesting battle may follow. The resolutions from Fox Hill are stinging aud bitter. They are signed by forty-six persons, including all the prominent men and women of the community. The school board is of tho opinion that Mr. Llewelllng Is responsible for much of the opposition, instead of thoroughly encouraging one of the greatest health measures enforced by the Virginia Stale Board of Education and the State Board of Health. Here are tho resolutions:Resolutions.Whereas. The Board of Health of this county, in pursuance of section 1,496 of the code of Virginia, has ordered the compulsory vaecluatlon of the pupils of our public school: and, whereas, after careful consideration, we have come to the conclusion :FirBt—That smallpox can only he prevented and extinguished by sanitary methods.Second—That vaccination with vaccine or variola Is not only a non-pro-ventive of smallpox, but that It often induces same.Third—That vaccination often causes con veep or Intensifcls lockjaw, syphilis, eczema, erysipelas, scrofula. Bcarlalinia, eruptions, tuberculosis, cancer, paralysis, and blood-poisoning.Fourth—That the resulting deaths of vaccination are mostly not reported, or aro covered up,. Fifth—That It is a monumental and unmitigated curse to poison, disease, and corrupt the pure blood of a child with the filthy bovine virus used.Sixth—That lo attempt the compulsory vaccination of the children, would take away from the school fully two thirds of the pupils, thus practically ruining the school.Seventh—That to expel from the school pupils who will not he vaccinated is despotic and at variance with our rights as free-born American citizens/ for taxation without education Is tyranny.Eighth—That tho assertion *'pure virus'* Is a pure lie, and a peraump-ilruiR absurdity.Ninth—That it is tyrannical, uncalled for, and unjust to enforce the order In a rural community where no smallpox epidemic exists.Tenth—Thai for the decadence of smallpox sanitation and Isolation deserves nil the credit, and vaccination none.Eleventh—That the penal enrorcc-'ment of vaccinal Ion Is unconstitutional, and a crime Against humanity.Twelfth—That the whole scheme of vaccination hi the most destructive medical delusion that ever afflicted 21’petuated solely asnee oftlon of our personal rights to on force vaccination upon ua.Seventeenth—That any statute that violates God's law and natural taw Is not law, and no one Is under obligations to obey it. Flecker, the health officer, will visit Fox Hill and address tho patrons of tho school on vaccination. Dr, Flecker said last night that the claim that the rural dlstrlcL school should not he vaccinated because there was no s 71 all pox did not hold good.Since last April there have boon twenty-three cases of the disease in tho county and not a single case within tho town limits of Hampton or Phoebus. At present there Isn't n case of the disease in Elizabeth City county.Probably nothing In a long time has created so much of u stir an the resolutions forwarded lo the Board of Health by the citizens of Fox Hill That vaccination Is recognized as tho very best preventative for mi outbreak of smallpox all physicians agree and according to Dr. Plecker, Mr, Llewelllng Is the firat teacher in Virginia to join In the protest of patrons who are opposed to vaccination. Usually tho teachers arc tho first to encourage the fullest letter of (he law.It is expected that (he school hoard will meet within a few days to consider the resolution from the Board of Health as to punishing Mr. Llewelllng for not complying with the Virginia statute.Dr. H.
