Delphi Mayor- elect Lee W. Hoard . _s has announced that Master Trooper Edwin M. been appointed as chief of police for the Delphi Police Department, effective January 1. Chapman, a 28- year veteran, will retire from the Indiana State Police to accept the appointment. “I am looking forward to this new challenge. I hope to use the experi ence from my years in law enforce ment to benefit the Delphi commu nity,” stated Chapman, is a 1963 graduate of Carroll High School, attended Ball State University, and the College of Guam. He served in the United States Air Force with tours of duty in Guam, Korea, and Vietnam. Chapman graduated from the Indiana State Police Academy in 1972 and was assigned to the Dunes Park District until 1990, when he transferred to the Lafayette District, and was assigned to Carroll County. Chapman has been trained in many areas of law enforcement sciences, which include organized crime, civil liability, special weapons, back ground investigations, field training officer certification, certified acci dent reconstructionist, drug interdic tion, and numerous other schools. He has served as post shift com mander for District 14, which is responsible for eight counties, including Carroll County, and has been in charge of many specialized details during his career. He is married to Barbara Chapman,who has been Carroll County Treasurer since 1994. They have two children, Jeremey Chapman, who is an Indiana State Police officer, and Amy Chapman Bullick, who is majoring in criminal justice at Indiana University at Kokomo. They both reside at Eagle’s Point, rural Peru. Chapman's professional member ships include Indiana State Police Alliance, a charter member of the Todd Burman Fraternal Order of Police Lodge, Indiana State Police Critical Incident Debriefing Team, and Pioneers of the Indiana State Police, Inc. “I've known Ed Chapman for many years and I have found him to be honest, professional, and objec tive in his dealings with citizens that he has served,” Hoard said. “I believe he will bring leadership and a new sense of teamwork and enthu siasm to the men and women of the Delphi Police Department.
